2 CFR 1200 NONPROCUREMENT SUSPENSION AND DEBARMENT

Summary

This regulation establishes the Department of Transportation's policies and procedures for nonprocurement suspension and debarment by adopting and supplementing guidance from the Office of Management and Budget (OMB). It specifies who must comply with these policies, including participants in covered transactions, respondents in suspension or debarment actions, and certain Department officials, and outlines the methods for passing down compliance requirements to lower-tier participants. Additionally, it details the authority within the Department to grant exceptions for excluded persons to participate in covered transactions and extends the coverage to subcontracts valued at $25,000 or more, regardless of tier.
