2 CFR 183 NEVER CONTRACT WITH THE ENEMY

Summary

This regulation provides guidelines for federal agencies to implement the "Never Contract with the Enemy" policy, which aims to prevent funds from grants and cooperative agreements from supporting individuals or entities actively opposing U.S. or coalition forces in contingency operations. It applies to grants and cooperative agreements exceeding $50,000 that are performed outside the United States and its territories in support of such operations, excluding intelligence and law enforcement activities. Federal agencies are required to check a list of prohibited entities, report any violations, and have the authority to restrict, terminate, or void awards if funds are found to be improperly provided to covered persons or entities.
